Development Charges

Development Charges

Development charges are one-time fees levied by the Township on new residential and non-residential properties to help pay for a portion of the growth-related capital infrastructure requirements. Development charges are determined and accounted for by type of service component. Growth-related spending authority is approved annually as part of the Township's budgeting process with only those capital projects included in the current Development Charges Background Study being eligible for funding.

The Springwater Development Charge By-law applies Township-wide charges on new residential development or redevelopment to help finance the growth-related cost of municipal services.

These Township-wide services include:

  • General Government

  • Library

  • Fire & Protection

  • Indoor Recreation

  • Park Development and Facilities; and

  • Public Works and Fleet.

In addition, the By-law includes Area Specific development charges for the following:

  • Elmvale Water and Wastewater

  • Hillsdale Water and Secondary Plan Study

  • Phelpston Water 

  • Anten Mills Water 

  • Minesing Water 

  • Midhurst Water

  • Centre Vespra Water

The Area Specific Development Charges apply only to the settlement areas as identified in Appendix D of the Township’s Current Development Charge Background Study.

County and Education Development Charges

In addition to the Township Development Charges, the County of Simcoe, the Simcoe County Board of Education and the Simcoe Muskoka Catholic District School Board have enacted Development Charges which apply to all residential and non-residential properties within the Township of Springwater.
