MMF and OPF Selected Site
Springwater Township / March 2, 2016 – The County of Simcoe has finalized its selection of its proposed co-located Materials Management Facility (MMF) and the future Organics Processing Facility (OPF). It has chosen a County owned forest property at 2976 Horseshoe Valley Road West, east of County Road 27 and west of Highway 400, in Springwater.
The co-located OPF/MMF facility is not a landfill, rather it works to reduce waste disposal by diverting more organics from the waste stream. An Organics Processing Facility is a location where organics are processed and converted into other products, such as compost or fertilizer. A Materials Management Facility is a location where waste from multiple collection vehicles is consolidated and transferred.
The County has begun dropping off information packages to local residents that may be impacted by the placement of the site and a meeting will be held later this month for those affected residents.
“During the six (6) meetings that were held in Springwater, numerous concerns were expressed by local residents including operational issues such as noise and odour, selection criteria, timing and impacts on the environment,” said Mayor French. “We share our residents’ thoughts and have expressed our concerns to the County throughout the process.”
Now that the site has been identified, the proposal will be brought before County Council on March 8, requesting that the project proceed. Public Information Sessions are being planned for April 19, 2016, to provide an overview of the project, the siting process, details on the preferred site, and the project timeline.
As the project proceeds, a number of approvals are required from the Township of Springwater, including an Official Plan Amendment and a Zoning Bylaw Amendment. Public input will be welcomed throughout the process.
